After 6 months of research, we share the findings of our inquiry into sustaining place-based systems change.  This work builds on 28 years of working with over 100+ places across the UK to develop, deliver, fund, learn about and evidence place-based work.

This inquiry was supported by our partners: The Royal Foundation’s Homewards Programme, Esmée Fairbairn Foundation, The Ubele Initiative, Pathway Fund, and Turn2Us. 

Why this research is needed

The inquiry was shaped by a simple question: what is required to sustain work that enables deep, transformational change in places?

As funding programmes come to an end, organisations are often asked whether it is “sustainable” beyond the life of the funding. In practice, that question can feel disconnected from current conditions.

Over the past six months, evidence has been reviewed, practitioners across the UK have been interviewed, and insights have been gathered from delivery organisations, funders and investors. Through this process, attention has been given to how place-based systems change is currently resourced, which practices appear to support lasting change, and where shifts may now be needed.

What emerges is a picture of a funding landscape that remains too often short-term, fragmented and programme-led.

Why the timing matters

The timing is significant. Renewed interest in place-based change can be seen through policy-driven programmes such as Pride in Place, neighbourhood health reform, Family Hubs and new place-based funding models and more. At the same time, there is growing advocacy and movement building around community-led and owned, regenerative and reparative approaches that challenge extractive models of regeneration.
